Headlight aimed too low on 2010 XR

So I'm working on my 3rd bike, and its a 2010 Cross Roads that I picked up from a friend after he decided to get out of riding.

So I'm messing with this bike and getting used to riding it and I can't get the headlight to adjust up to the point that it aims at the appropriate distance in front of the bike for night time riding. I've gotten it close, but it just isn't high enough? Any suggestions? I'm thinking I'll likely be upgrading to the LED headlight and was thinking of not even fighting it until after I get that installed, but I'm wondering if anyone else had similar problem and knew of a solution.

I have been working at adjusting the headlight on my XR too and incurred the same problem. I solved it by spraying some (not much, some) silicone lube on the rocker pivot under the headlight nacelle. It moves a lot easier now.
My recommendation for better light is to not go with the LED unit--a friend has that and his headlight is all but invisible in the daylight. Not a good thing if you want to be seen.
I suggest you get a pair of H11 LED conversion bulbs from LED Factory Mart. The cost is a lot less and if you are a first timer, there's a discount. They are great to deal with and freely discuss concerns via email or phone. The pair of bulbs arrive in a box fit for very expensive jewelry--its fun opening it up. The bulbs are plug and play and can be rotated to fine tune the beam. If you decide to go this route, and you need help, contact me for tips as I found myself on a bit of a learning curve. But a small one.
Another route to go is with HID bulbs. I have one in my hi beam slot and have placed just one of the two LEDs in the lo beam position. When we get a dry day and night, I intend to go out and compare the two lights and if I find the LED superior to the HID, I will replace it. The HID costs about 2X more and consumes more power, although that's not a problem on a Victory, unless you have installed a lot of power grabbers. HID bulbs can be purchased from a forum member who goes by CrossRoads.
