Default When do I need to upgrade to a Fuel Managment device

I have my stock pipes gutted and would like to slap on the Loyds filter will I need to get a tuner if I do or will keeping the 02's disconnected be ok.

It depends on your individual bike but mine was 100% stock (did not decore pipes). I did not need to pull the O2's but your bike could be different or your pipe issues might have created an issue that could required a tuner. See this thread for my Air/Fuel Dyno run I did immediately after the Stock->Lloyds filter swap (Post #32)
