1. He claimed that he had called it an act of terrorism in the Rose garden speech. He didn't. He called it a spontaneous reaction to a video. Read the transcript.
What makes the two mutually exclusive. I'd say a group of roving maniacs out killing non-combantants is an act of terrorism. Obama did too when he said in the Rose Garden that such acts of terror would not be tolerated.
