Actually - No it doesn't. Went thru it before i posted.

Going to look for a wiring diagram in the manuals. I was just hoping some one would say that those are ....a power connector, and maybe wiring for a heated seat?.....

Sorry... I just couldn't resist. I have an inkling that you are right about a heated seat and diagnostic connections.

I would bet that they are for the Ballast for the HID lighting, it is pre wired in the factory harness. I just went through this on my 05 ness that I just bought. Mine is the same way with the tie strap mounting them to the 3rd hole ear.
