Ah, I see your problem. I am fairly certain that he's NOT lying when he says that the tax rates are going up for the top 2%ers. Seems that Boehner (and you perhaps) think (for some reason) that he is? Muhahaha!
It's a game of chicken and the Republican leadership (not the PARTY) is riding on a bicycle going one way on a set of railroad tracks. The presidency is riding along in a 2013 model freight train engine. Both are headed towards a physical cliff locate between them. The balance of the republican party members (the REST of the House) is YELLING @ the Boehn-Head to let him know of the impending disaster taking form. He has his "head in the sand" saying... there's PLENTY of time to negotiate so I am NOT GOING TO LET THE VOTE go through on the bill that has ALREADY passed the senate... You are already seeing the effect with republican members jumping off the rickety old bicycle because THEY can see what's coming.
