I would go to the net and see how many sunny days you have in the winter months. 3 or 4 days a "month" just might do it.
You might be better off with a long extension cord. Get right size to carry voltage. Or put battery in basement.

There are many small solar panels out there for home use. Just search the web and you will find something for your needs. Most of them have a small controller/power inverter so the power is usable.
Installed solar panels on top of RV, most companies are out of Canada. It takes very little light for a solar panel to work. An example is a solar powered calculator takes very little light. here is just some examples, http://www.rvsolarelectric.com/index.php?route=product/category&path=30..
Solar battery tender is no good for my application.
