Welcome, and I had the same problem. AFTER you have posted twice here, and then AFTER an adminstrator approves your account, THEN, on your User CP page (brown menu bar above), you'll finally see the "Edit Signature" under the "Options/Settings" section on the lefthand side of the screen.
