This is pure speculation, but since the presence of the tachometer is optional, I would assume there is no such law.

Tach on my TSX is on the left, so that's where I'll put it. Just ordered one today

Install was simple: disconnect speedo wire in headlight nacelle / remove bracket / remove speedo and small grommets from bracket / install speedo, tach and grommets, per instructions, into new bracket / attach to bike / reconnect speedo wire / dig around for tach connector and hook it up. Viola! Helpful tip: spray the two small grommets with silicone and they will remove and install a lot easier. If you know which end of the screwdriver is the handle, it'll be an easy job for you.

I really hope nobody thought I was serious because I just made it up. I can honestly that I've seen a few european bikes and cars that did have the tach to the left of the speedo ad the tach was much larger than the speedo. I guess RPM is more important than speed in some cases.
