I get why some would want to put a CT on the rear but what on earth is the advantage to putting one on the front?

That actually looks good, in a weird way. Almost like a show piece for some farmer who works the field during the day, and works on his bike on rainy days. Also could pass as an army utility type of bike. Surely handling was not a priority with this bike.

Reminds me of the good old rat bike days when you put what ever you could find on your bike to get it on the road without spending any cash cause you didnt have any to spend.
