They are Viking Bags. When I bought them Viking had a bracket setup somewhat designed for the steel frame Victorys. Last time I looked on their site the bracket assembly was not available.
As with all the aftermarket bag/bracket setups I have encountered, other hardware is required. The factory fastener package was a waste. I used bolts and nuts to create a stud system so the bags slide onto a stud and then are nutted secure, for easy bag removal. I also employed some 1/8" steel plates, siliconed inside the bag and held in place with the bottom stud nuts, so I could load the bags as I wanted w/o worrying about the eventual collapse of the fiberglass sidewall.
The plastic Viking emblem that acted as a stop for the bag top broke early on, as it was cast with an air pocket close to the stud used to attach it to the bags. NO warranty, but $16.00 + shipping for a new emblem.
The first and only time I used some conditioner on the faux leather it started to, lift in spots, from the bags.
Depending on the model Victory the top of the bags will be close to the same height as the passenger seat, which calls for careful luggage stacking so the faux leather does not get worn through, and/or a taller than stock passenger seat.
