Default Difference in Bag Rails?

Does anybody know, for sure, the difference in bag rails between the rails for a Cross Country with hard bags and the rails for the soft bags? There's a set on Ebay for 149.99 and I'm sorely tempted. I have a welder.......

The bag rails are completely different, and only work with the bag they are designed for
