Default Adjusting headlight.

So, I lowered the back end and I used the instructions in the service manual on adjusting the headlight. The area I was using was pretty flat, but I couldn't get the headlight up as high as the instructions would indicate. Using the two adjusting screws at the top, I screwed them in all the way and still couldn't get the headlight up to match the instructions. Anyone have any idea why this would be and what I can do about it?

keep in mind sitting on bike will change the angle of the headlight

are you pulling light

To adjust the headlamp vertically, remove the headlight
bezel by pulling straight outward at the edges to
release the spring clips. Loosen the adjustment screws
evenly to adjust the beam downward. Tighten the
adjustment screws evenly to adjust the beam upward.
2. To adjust the headlamp horizontally, tighten one screw
and loosen the other equally. The beam will adjust to
the direction of the tighter screw.
3. Verify proper headlight aim. Readjust if necessary
