Exactly,

Victory (polaris) did not produce a police specific bike from the factory like Harley does. This was a huge factor in why more cities did not use Vics as police bikes. The biggest difference between the FLHT (electra glide) and the FLHTP is the addition of a second battery for police electronics like the radio and PA mic etc. BUT, Harley even screwed that up, the second battery has no connection to the charging system. So every night when the jock's down their bikes they have hook up two tenders one for the electronics and one for the main battery.
For those that dont know, I am a sworn active duty officer in a large city, and I manage our fleet. A ton of my research is on cost per mile of every vehicle in our 1700 vehicle fleet. My best example of exorbitant cost is thus: a Dodge Charger cost about .16 a mile to operate, old crown vics were .13 a mile. After 4 years of service a Harley FLHTP cost over $1.00 A MILE to operate after that it keeps going up.

Uhmmm, interesting you make such claims, and yet the link provided gives information that would lead one to believe otherwise. You might click on said link and actually read.
I will quote a snip-it as an example

I don't doubt the HD's started costing so much to operate. I can remember my old 65 and 69 being expensive to keep running and it literally took 1 hour of maintenance for every hour I rode it. Loved them, I had to, or there was no way I would put that kind of time into them. I wouldn't do it now even though I wouldn't mind having that 69 for an occasional putt. This, and the power advantage of Victory's, is what convinced me to jump ship after 9 Harley's and 33 years riding/building them. No regrets.

Due to the departments social media policy I will refrain from sharing that info, but if I ever meet you in person I will be glad to share.
I can and did in fact read, and there is no reason for you to be snarky about it. What the referenced article did not tell you was that those Police bikes were not made into Commanders and Enforcers by Polaris-Victory, but by another entity that purchased bikes from Vic and up-fitted them for Police service known as Victory Police Motorcycles LLC. The article just left out that it wasn't actually Victory that was building the police editions, so that someone that didn't have first hand knowledge would think Victory did build them. The first article below kinda explains.

Default Police Additions

A lot of the "Police" Victorys were put together by a dealer in Tucson, Az. . I may have it wrong, they use to have a web site, but I believe it was called Arizona Victory in Tucson. I bought my Victory from one of their dealers out of north Phx., Az. back in 2011. The police style saddlebag guards on my bike were an option that I went for when I ordered it up. I had to wait for them to make them. I also ordered them in black instead of chrome like most were made. Like I said use to be a web site for them. May still be on YouTube also. They had serveral versions of the bikes,different colors and different light configurations. You could also order it with a bash guard for the bottom of the engine. I still see the Victory police bikes running around here in Arizona. They did have a decent business setting them up and selling them. Some of old videos on YouTube were pretty cool also. You could check YouTube to see if they are still on there.

I bought a 13 that was a police bike through auction. So far, so good, but it only has about 13k miles on it, a 2013. My first Vic so when the gearbox is clunky I really have nothing to compare it to since my last ride was a FLHR.

I love the lower center of gravity, and better torque/power....also the smoother ride quality. But I will say the HD I had was a much smoother shift. I've only ridden the XC about 5-600 mi, and am still wondering if I shift it right, etc. I've gotten better but it takes a little work.

Sure as hell hope there are no main bearing issues like the earlier poster mentioned.
