No. Will not change the tune.

I suppose the question should have been how much of a difference will it make on the dyno with and without it using the same tune? If none then it won’t hurt to wait on it.
I’m planning on getting the under drive pulley just not sure if I need to get it before the tune to get a more accurate graph of where the bike is at.

Go back and read HC's post about this. A tune and an UD pulley do two different things. Both excellent, but different.

I'd get a tune before the UD pulley because that's exactly what I've done. I will get an UD pulley and install it when my belt needs to be changed. I simply can't imagine not having a Victory 106 properly tuned though because as delivered, they perform and sound constipated.

No new tuning should be required. All you are doing is changing the RPM of the motor in relationship to the RPM of the rear wheel.
