Find a piece of tubing (soft metal or rubber) the your bolts will fit through. Cut off a small section (3/16 - 1/4"), put in onto your bolts and screw them in. The tubing should act like a grommet or shank and fill the gap between the bolt/tubing and the holes in the mounts. If you use rubber it should also reduce/eliminate vibration.
Always go with the cheap fix first; if you works and isn't obvious you save having to toss out parts -- nobody likes to throw mney away!
I read on another forum that someone ordered the AZ Victory bag bars and they came in without hardware. That person got enough support that AZ Victory is sending him hardware now and including it in with the bars on delivery. Sometimes all it takes to fix the little problems is a little noise.
