It should be acceptable to totally destroy a persons phone if it caused any issues while driving.
Now texting is illegal in Indiana but they should BAN cell's or at least require Hands free setup while the vehicle is moving.

I reject your reality, and submit my own!

They just need to make phones so that if the GPS shows it's moving over 5 MPH or so, no texting or phone usage can happen.

Variation on a theme:
Once upon a time a Connecticut state trooper pulled me over on the interstate. I unrolled the window to give him my paper and after he looked at them he noticed the radar detector on the dash.

"What's that?"
"Radar detector."
"I know you are out of state but you do understand the laws, right?"
"Yes sir. That's why it is unplugged."
"OK, so what is that? A Whistler? Let me take a look."
"Seriously?"
"Not going to ask twice."
I handed him the detector and he stepped away and bent over by the front bumper.
He came back to the window and handed me my paper and said "Slow down and have a nice day."
I looked at him and the look on his face made any further discussion unnecessary.
There was a brief crushing sound as I headed back into traffic.

You see a lot of videos from the USSR
There is a real issue there with accidents and not being truthful about who was at fault.

They use a looping GPS with video. Almost everyone has one of these GPS units with built in camera. Very cool sounds like something bikes here should have........
