From what I know if your dealer is a Victory dealer they should have a laptop with Digital Wrench installed. This allows them to talk to the bikes computer, check engine codes and load calibration maps. They can use the calibration card to access the S&S map needed for your bike and install it.
If they are not a Victory dealer they won't be able to do this and you need to go a different route, like buy the airbox without the calibration card. But you will need to get a fuel controller that will allow you to richen up your fuel mixture...either a VFC or a PC3. I have used both and each has it's pros and cons. The VFC can be dialed in by you but it can only add fuel. The PC3 needs to be dialed in on a dyno but it can add and remove fuel.
