The starters on our bikes don't have a spring/sprag mechanism... they're engaged and turning with the engine 100% of the time. My brother's 29k mile '04 Vegas had an intermitten issue where the starter wouldn't turn at all, but it sounds like you have a different issue. I pulled the starter apart, cleaned the internal contacts, and he hasn't had a problem since. Seeing that you have a new starter, I'm guessing that's not it.
I have to agree with what everyone has already said. Start with a fresh battery and go from there.
