never heard of a dealer putting in a chip.
I don't think your telling us all or your leaving info out.
Is there spark
are you sure the pump is putting out 50psi.
Are the spark plugs wet or dry. If there dry your not getting fuel.

Its a 1999 V92C... Yes fuel pump working properly.... No spark... Bike was running literally minutes prior to finding fuel leak..all the above mentioned componets check out fine with ohm meter except computer(ECU) it was slightly liwer on ohms than svc manual stated so it has been replaced chip from stock ECU was put in and still no spark..new chip ordered waiting for it to arrive

ECM's rarely fail and they aren't an inexpensive part as I'm sure your finding out. Sounds like your guy has the service manual so there's not a lot I can add other than stupid obvious things like making sure the kill switch is functioning & in the run position (don't laugh I've seen it before) I would suspect the coil/connection could be the culprit. Most of my 99's issues have been failed sensors & not all showed an error code. I did replace the metal cased ECM with a newer model plastic cased one that seems to have eliminated a heat induced stalling issue I was experiencing. I've also had weird things like the speedo going goofy that were solved by disconnecting the battery for a while & everything comes back up working correctly. These bikes have a lot of personality

Shop has my svc manual coils checked good as well ground strap removed cleaned and replaced plug wires replaced... Getting fire from stator but between there and plugs spark is lost.. The only thing that did not check out according to svc manual was ECM. So i bought a new one $799 shop put it on and took chip from stock ECM and put it in new one.. Still no fire...so i ordered the new chip $115 however no one has been able to confirm if this chip that supposedly controls air fuel mixture and blah blah blah will prevent igniition from firing... Only a "well maybe" if air and fuel aint right the ECM may keep it from firing as a protection mechanism

You may have already said but did you check the resistance/continuity of the plug wire(s)? If no spark is getting from the stator to the plug it "could" be a wire issue especially if they've never been changed......Maybe the expert can help also. I'll keep looking around.

Good luck
