Unhappy Fork Assembly - Tube Won't Extend

Working on a 2004 Victory Vegas front end. I've got the new seals on and working to reassemble the forks. However, once I put the damper rod in and bolt, I cannot extend the tube out so that spring and spacer can fit with minimal force for attaching the cap. Is there something that would cause the damper to prevent the extension? I noticed that on the one I hadn't disassembled yet, I could compress the tube and it would lock compressed as well.

Thoughts on how to extend it back so I can get the cap on and ride?
