Question Check engine light on and running rich

Hello guys its been awhile since I have been on here I have a 1999-92sc 1500 cc victory it started running rough in low RPMs when i roll on the throttle it hesitates and check engine light comes on I took it to a mechanic he cleaned the air filter it was real nasty and had it cleaned last year he changed the plugs they where black with carbon still runs rough he stated its running very rich which is causing the bad fowling of the plugs and filter the front cylinder is around 200 %s at idle the rear was over 300 %s so my question is how do you adjust the fuel to the bike and is this normal for the cylinders to be that far apart heat wise or do i have a bigger problem

Go to your local auto parts store and buy a can of Seafoam. Add it to the gas at 1 oz per gallon and hit the road. Sounds like you have build up and I have seen Seafoam work miracles in a single tank of gas.

It sounds more like dirty throttle bodies or the tps is out of whack or maybe even bad.
If you haven't cleaned the throttle bodies, I would start with that.
Then do a tps reset.

Key on, kill switch on, engine off.
Do a slow ten count while rolling throttle to AGO.
Do another slow ten count and let throttle snap back.

If neither of these work, the TPS may be bad.
