Default removing emissions

So just wondering why on these bikes (cross roads) we need to buy a $72 part to cut down the air flow to stop backfiring when on all the other bikes I have worked on (kawasaki, yamaha, suzuki ) we just remove or cap off the intake to the idle air.

2016 Cross Country
Lloyds air filter, PCV,
12 inch Apes, 1/4 turn throttle
Magna flow mod, Timing wheel this winter,
Rockford amp and 6.5 speaker upgrade

Cause Vic has a lame ass ECM and a crappie IAV.
You can put in a Lloydz timing wheel pick up about 3 horse and get rid of the popping along with a new IAV.
Or you can not close the throttle all the way when shifting. Kind of like doing a milled speed shifting where you don't close the throttle all the way. Once you get the hang of it you'll all most never have a pop
