The issue between the '05 and '07 maps (either Victory or S&S) is that the '05 maps were written for no catalytic converters in the pipes, while the '07 maps were written with the cats in mind. So.... long story short, if your catalytic converters happen to have fallen out (there are threads on this), then the best map is the '05 S&S stage map, either 54-0120 or 54-0121. The dealer can apply any of the S&S maps. They either don't know that, or they are trying to toe some sort of EPA line. The problem with that is, that once you modify with aftermarket pipes, air cleaner, and change the map, you are already treading into "off road use" territory anyway, so it doesn't matter at that point. The second dealer that doesn't know how to do S&S maps may not have applied for their S&S certification, and they may not have the tuner software they would need to do the map calibration/upload.
What you need to do is talk to the tech himself, explain that your catalytic converters fell out, and that the only appropriate map is now the '05. If you plan on leaving the cats in, then you should go with the '07 map.
