Default How Best to Remove Tarnish on Cylinders?

I have quite a bit of tarnish on what should be the glossy aluminum ends of the cylinder fins. Has anyone found an easy fix for this?

From searching the net, I think I can fix the black areas using bathroom cleaner followed by Armorall or similar stuff.

But on the glossy ends of the fins the only thing I can think of to try is a a buffing wheel. Over time it seems to work, but man! it takes a lot of time. I'm also unsure whether the fins are raw aluminum or if they are clear coated and the corrosion I have is under a clear coat.

BTW, as the bikes come from the factory are the fins clear-coated (to avoid having to polish), or do they all require occasional polishing?
