Default rear fender height

i hate how high my rear fender sits, is there a way to fix this other than lowering the bike

The fender sits where it sites. Lowering the bike won't change the fender height just lower the bike so the wheel sits farther up

i want my fender to cover more of the tire on the side walls like how the front fender is. i have read on hear that i can modify the rear shock that gives me an inch lower. i wanna see if there is a way to get another inch somewhere so i don't see the whole side wall of the tire while i am looking at the bike from the side
