Default Bad vacuum caps

I'm currently installing a Ness Big Sucker and a VFC-III. When I got everything stripped down I checked my vacuum caps and I'm glad I did. They were in horrible shape. The front cap is cracked and the rear one is almost ready to fall off...but believe it or not the hole is still covered (barely).

I thought I'd post a picture as it has been said many times to check these caps.

Get the silicone type for replacements over the rubber caps, they will not deteriorate like that.

Does anyone know why these vac ports are there to begin with? For some type of testing maybe?
