I purchased the bike through a dealer, although the salesperson I worked with is the one responsible for me finding it in the first place. I happened upon it in a craigslist ad for $1800 so I had to check it out. It only had 9100 miles and is super clean. It was a bank repo and it had sat for God only knows how long. The dealer is North end Cycle in Elkhart, IN which is about 2 hours away from me, but they take a lot of bank repos and they had at least a dozen Vic's in their used inventory at the time.
I have been searching for the signature update since I registered and looked again after your suggestion. I cannot seem to locate it. I will continue to look, but more detailed instruction would help.

I figured it out. One has to have more than one post in order to have that function. Thanks all!
