Default New CCT in R.I.

hello,
quick question for all you Tour model riders, how much difficulty has anyone had trying to remove the tour pak? I've released the locks but can't get it to move more than an 1/8 inch up or down, can't 'pull it rearward' at all. It's a brand new 013, it's 90 degrees out, bike is in the garage. I pulled and yanked for half an hour and could not budge it.
What's the answer? (Leave it on there?)
