Default New Guy in San Diego

I'm Mike, a (soon to be) new 2013 Vegas 8-Ball owner. I'll be signing the paper work this week, then have to get it shipped out from CO.... Saved about $2600 that way (after shipping) over the ridiculous prices in San Diego, so I'm getting a smoking hot deal on a new Vegas and I couldn't be happier about it.
Originally from Kentucky, came to Camp Pendleton and decided to stay in SoCal when I left the Marines earlier this year.

Just here to share in the collective knowledge base, I've always gotten a lot of value out of being on various car forums where you can communicate and figure out collectively what aftermarket products are good and which are junk and what might be common manufacturer defects/failures and preventative measures or solutions for those defects.

Welcome aboard, Mike, thank you for your service, and congrats on your new Vegas.

Is it a new or used bike? If it's new, you might have trouble registering it in Ca, as non-California models were not built to meet the California emissions. They might make you smog it, but I am not sure. Would love to hear more from you on how the whole process goes.

It is new 2013. And I did lots of research into it to see if there would be problems registering in CA. I called the DMV and they didn't really know so they referred me to the Vehicle Registration Special Processing Unit, according to them if it's CARB certified I won't have any problems.

I called Polaris corporate to find out what if any emissions equipment are different, they said that all their bikes for 2013 are 50 state legal.

CA DMV website says if the bike is CARB certified then it's all good, you can check the tag on the bike or the owners manual to find out.

I was able to look up the 2012 and 2014 (not the 2013, go figure) Owner's manual and in both it states that all bikes are CARB certified.

An excerpt from page 91 of the 2014 owners manual (on page 102 in the 2012 manual I think, worded slightly differently but with the same meaning)
"VICTORY Motorcycle Division, Polaris Sales Inc., (hereinafter VICTORY) warrants that each new 2010 and
later VICTORY Motorcycle that includes as standard equipment a headlight, taillight and stoplight, and is street
legal:
A. is designed, built and equipped so as to conform at the time of initial retail purchases with all applicable regulations of the United States environmental Protection Agency, and the California Air Resources Board"

If someone has a 2013 Owner's manual and can verify that it says it in there, that would make me feel a little more comfortable, but I'm pretty confident that I'll be able to get it registered.
The San Diego dealer is telling me that I won't be able to register it and it does make me a little nervous but I think they are trying to scare me into paying their ridiculous price.

I know not everyone at the DMV knows what they are talking about but I've checked with several sources so I hope I'm good. We'll find out I guess and I'll let you guys know.

Anybody know for sure that some of the bikes are not CARB certified and actually know exactly what emissions equipment is different?

Well they are for sure different for CA vs the other 49. I talked to someone else at Polaris corporate today.

I also was able to get a great deal on one in temecula, so I pulled the trigger.

12,000 out the door. I got a $1000 off military coupon, so it would have been $13k but for the prices and fees these dealers in San Diego are charging, I'm more than happy.

CARB certification isn't about the parts. Its about the legal filings. I'm afraid your dealer is right. The bikes are all compliant mechanically, but to be compliant legally they must be SOLD in CA. If you buy it in CO it will not be CARB compliant regardless of its parts. (I know, CA DMV is AFU.) To buy a vehicle out of state and register it it must have at least 7500 miles on it. Now, your local dealer could bring a new bike in from out of state and sell it to you and it would be kosher. Following your plan will lead you into a huge steaming pile of red tape.
BTW I was in the Corps as well- '85-89.

Thanks for the heads up. I got a lot of different answers from the DMV and Polaris corporate.

Doesn't matter now though, bought one in CA tonight and couldn't be happier about it.
