Default Phantom Draw

And the electrical issues continue...just replaced a bad voltage regulator/rectifier. Verified before installing the stator was working as should. Still have two electrical issues.

Issue 1 - At idle battery load stays around 12.6V. Put anything on the gas and it jumps to between 13 and 14 and stays there. With a brand new regulator, I don't know why it wouldn't be at 14 at idle unless idle is possibly too low?

Issue 2 - Phantom draw. Tested the battery for drainage (removed negative wire and put multimeter between terminal and wire) and I'm getting a draw of about 4 mA. Service manual says it shouldn't be above 2 mA. I pulled fuses 1 by 1 to try and isolate where the draw was at and no fuses made a difference. Should I even worry since the draw is still pretty small? Any ideas?

bike should idle at 1000 rpms.
12.6 is good reving it to 2500rpm you should be at 14v
have you turned off red kill switch and see what draw is.
are all wires good not pinched under side cover or under tank

for winter months I always turn red kill switch to off to shut off all power draw
