Default Passenger Seat Cover Issue

I'm having an issue with the cover for the passenger seat. When looking at the bike from behind, the right side is higher by about 3/4 of an inch than the left side and it wil not lay flat. I've removed and reinstalled the seat and the issue continues. Any suggestions?
