Default ratchet replacement help

hi guys
i just replaced the shift ratchet on my 06 vegas
before i put oil back in i wanted to test it
so i did it in nutrual as per manual
with key in and in acc position i can shift down to first and up to second
but not any further is this normal with bike off or should i be able to do all gears
thanks in advance for any help

Roll the bike back and forth while shifting. Might just need a little rotation in the trans.

Could it be the neutral assist? This prevents you from going above 1st and neutral unless the bike is in motion.

Those didn't come out until 2011.
