Are these accessory plugs?

I bought it used and the original owner let it sit for 7 years. The entire bike was filthy. I've since cleaned it up. It doesn't look like that now but I'm thinking it will again.
I'm finding loose connections under there.

Loose connections ain't good. I smiled when I saw the pics.

I mounted a tractor set on my high ball and a buddy was giving me a hard time about how dirty it was under the new seat. Needless to say it's cleaner now, but wasn't that dirty at the time. No bad on you, I just got a chuckle out of it. (My head does strange things.)
