I just want to make sure I understand the manual correctly. My belt is riding hard on the left side of the rear pulley. In order to correct this I must first loosen off the left axle nut and then make a very minor adjustment to the left adjuster nut?

are you sitting behind the bike and spinning the wheel forward?
you have to spin the tire forward to see wears its running.

You spin the wheel backwards and adjust the belt all the way to the right side. Then spin the wheel forward until the belt just starts to move left.

No matter what you do the belt will end up in a different place depending on temps and if you riding solo or with a passenger. I gave up 2 years ago trying to get mine to run in the middle. I just check deflection at every oil change and forget the rest.
