With only 3000 on a 11 year old bike the oil needs changing.(minimal cost) The tires are pretty well aged out of reliable use.(medium cost) Without options listed I'll assume none to increase the value.
As already noted the price is relative to the area, what's available, and how much you like the bike. Don't worry about a couple of hundred dollars if it's what you want. The price is below what I'd consider my bike is worth with the additions I have but then I'm not in the selling market at the moment.
