On my '99, it's sort of a throttle stop screw; being fuel injected, the "idle screw" doesn't directly adjust the fuel mixture - it sets the minimum opening for the throttle body butterflies. You should be able to see the linkage at the engine end of the throttle cables; the screw will be there. A rule of thumb when starting from scratch is to turn it out until the butterflies are just fully closed, then screw it in two full turns; this will be a rough approximation of where it should be, enough to enable you to do the fine-tuning.
