It will reduce the level of backpressure, but there will still be some. The whole burning up valves is a potential issue, however, this is more a carryover from the good 'ole days than anything else.
If you pulled the baffles completely out, you would probably need to get a re-map. However, straight pipes on a Victory just don't sound good in my opinion. If you want more sound without a re-map, you could cut the baffle down a few inches, and reinstall it. To pull it from the pipe, you will need to get a set of post-in (also called 'tamper proof' or 'security') Torx drivers. I know both Sears and Lowes carry them, and most auto parts stores probably do too.
