No, the adjustment bolts do not move if the axle nut is loosened, they are always on tension unless your belt is loose. The small bag sits below the oil cooler and does not obstruct it.Brad did you have to adjust anything when you put the License Plate bracket on? I wasn't for sure if the adjustment bolts would hold when I removed the axle nut. Also is your tool bag blocking your oil cooler?
love the set up eddie, a lot similiar to what im doing except i canceled my MBW swingarm plate bracket due to no response from the company after 1 and a half months so im machining it as we speak.Here are some pics of my Highball. I do sometimes take off the passenger seat set up so I go from a 100% 1 up config to full touring with shield, passenger backrest and leather bags.

Looks awesome. Nice, without being too over done.I replaced my turn signals with MBW in the front and Xenolen black skulls in the rear.Removed the top belt cover and the reflectors from the front.Also removed the front fender, at least for the time being. Plan on reinstalling after I paint something on it.
