Diagnosed and rectified, happy man.
Freedom Motorcycles are the Canine Gonads.

Every thing was checked and even the PCV and MSD coils were bypassed to return it to stock. Still no fault codes on the digital wrench.
It was then noted that my switch gear wiring has previously been re-routed through the bars, continuity checks were done and it was found that the LH side was reading 0.8 V less than it should. ECU puts out 5V, so nearly 20% less. So they taped another switch pod to the bars, wired externally and she fired up, showed what gear she was in and revved all the way.
Apparently, due to voltage drop, she thought she was in neutral and the rev limit is 4k in neutral.
Wiring was pulled from inside the bars and the culprit was found. Instead of using longer wires, someone had cut the original wires at each end and soldered extensions to them.
Solder had come through the heat shrink, burning the horn wire. Some of the extended wires were a different colour too, to add to the confusion.
The wire to the clutch switch had a nick in it.
New longer wires fitted inside the bars.

Hats off to the boys at Freedom for diagnosing the fault and rectifying it.
